Based on the theoretical framework of responsible research and innovation, the anticipatory technology ethics (ATE) proposed by Dutch scholar Philip Brey is a practical ethics method which focuses on the early stages of emerging technologies. Its methodological characteristics are embodied in the integrity of the process, the richness of methods and the unique mode of embedding technological description with ethical values and principles. The process of ATE can be divided into four parts-technical forecasting analysis, identification and evaluation of ethical issues, and technological governance. In the process of technical forecasting analysis, technology is divided into three levels by epistemology so as to achieve the purpose of coordinating and integrating various different technical forecasting methods. Finally, an objective value list method with specific purposes can realize the cross-reference of technical forecasting, and ethical values and principles in technological practices.
