    Nature of the Debate on Characteristic and Universalism A Perspective from Karl Marxs Two Roads

    Universalism is of universal significance in its universal values as an abstract theory rather than the actual development road taken by a country. Characteristic refers to not only the Road of Socialism with Chinese Characteristics, but also the Socialist Core Values. Universalism and characteristic are not the two sides of the debate. Universalism without national characteristics will lose its vitality, its own meaning of existence and source of development while characteristic detached from universalism will lose its foundation and framework, and shut the door to the outside world. Universalism provides a common theoretical foundation of development roads for the world including China, and the world integrates, enriches and develops the universal values by their own special practices.

    Technology Assessment of Nanotechnology Under Uncertainty

    The development of nanotechnology faces great challenges of uncertainty. Under the condition of uncertainty, the assessment of nanotechnology might be confronted with Collingridges dilemma. Based on the traditional technological assessment, scholars in Europe and USA proposed three approaches—vision assessment, constructive assessment and real-time assessment. However, such technological assessment models have their own limitations such as trying to predict the future of nanotechnology and controlling the directions of nanotechnology development. Based on the Chinese philosophy, the feasibility assessment of nanotechnology is action-oriented and characterized by in situ (acting according to circumstances), dynamics (instantaneity and advance with the times) and integrality. Faced with the uncertainty of nanotechnology, the feasibility assessment of nanotechnology emphasizes the coexistence with uncertainty rather than avoiding or controlling it, which is of significance to tackle Collingridges dilemma.

    As the pioneer and founder of media ecology, Lewis Mumford criticized machine art profoundly, and pointed out that there exists a deep contradiction between machine art and human art—machine art depreciates human artists, damages the creativity and individuality of human beings, and creates so called “art consumers” of new generation. Moreover, Mumford explored the economic and democratic requirements behind machine art. By analyzing machine art, he revealed the dilemma of machine art—the emergence and development of machine art is an inevitable consequence of modernization, which on one hand leads to the mediocrity and boredom of art and on the other hand liberates art to some extent.

    Synergic Cognition of Intellectual Virtue

    As the core concept of virtue epistemology, intellectual virtue has two competitive interpretations-competence-virtue and character-virtue. The former argues that intellectual virtue is a stable and reliable cognitive ability such as perception, memory and reasoning; the latter regards it as acquired traits of character such as tenacity, intellectual courage and open-mindedness. There exists a perennial controversy in the academic community on which reveals the nature of intellectual virtue. In fact, the two explanations do not conflict in essence, which explore respectively two aspects of the unified intellectual virtue. The current debate is largely due to the fact that the different functions of the two types of intellectual virtue are not identified in the process of cognition, i.e., competence-virtue explains low-level knowledge better while character-virtue is better suited for explaining high-level knowledge. They are synergically related and compatible with each other rather than in a life-or-death struggle.

    In the recent years, there has been an obvious trend of population aging in China. Based on the month data of 2000-2012, the vector auto-regression model was applied to examine the dynamic relationships among Chinas population age structure, GDP growth and stock market price. The empirical results showed that there exists a close dynamic relationship between GDP growth and stock market price; the proportion of the aged population has the most significant negative effect on GDP growth and stock market price; the proportion of the younger adults exerts a significant positive effect on GDP growth and stock market price; and GDP growth and stock market price do not have an obvious effect on the three types of population structure in the long run.

    Based on the SMEs data from 2004 to 2013, the Panel-VAR model was applied to explore the relationship between financial constraint, R&D investment and the growth of SMEs. The empirical results showed that financial constraint is not conductive to the growth of SMEs while R&D investment helps to increase the growth of SMEs. The growth of SMEs can relieve financial constraint but it is more likely to cut down R&D investment. Whats more, financial constraint has remarkable time lag and significant positive correlation to the growth of SMEs.

    Based on SMEs dual identity as both suppliers and buyers in supply chain, the role of SMEs in the transfer of supply chain CSR was examined. It was found that buyer type is one of the most important factors which lead to CSR requirements of SMEs and large businesses are the most demanding clients in terms of CSR requirements imposed on their SME suppliers. In contrast, supplier type does not affect SMEs in proposing CSR requirements. The strength of suppliers CSR requests and the cognition of supply chain CSR of SMEs exert a significant effect on the extent to which SMEs transfer the requests from their customers to their own suppliers.

    This paper aims to measure national happiness with the national happiness index and find the main factors that impact happiness. Based on population quality life index, social equity index, social progress index, social satisfaction index and environmental satisfaction index, a measurement for the national happiness index was constructed to calculate the national happiness indexes of Chinese urban residents, Chinese rural residents and all the Chinese in 1991—2012. The results showed that Chinese peoples happiness has not simultaneously increased with income increase, and the most important factor impacting national happiness is the gap between the rich and the poor.

    In the context of administrative system reform, which aims to realize the modernization of governance system and governance capability, it is of urgent need to build the government performance accountability mechanism based on public participation. From the perspective of component, accountability subject, content, path, retribution and complaint as well as culture are covered. In general, multiplex accountability subjects of government performance based on public participation should be established, the accountability contents oriented towards public demands should be clarified, the accountability path with public participation should be opened up, the accountability retribution and complaint mechanism for responding to public concerns should be built up and the government performance accountability culture with public participation should be positively cultivated.

    Study on the Publics Willingness to Pay BribesBased on the Survey Data of G Province

    For a long time, there has been a scarcity of research on officials corruption due to the publics bribing. Based on a survey of G Province in 2014, it was found that for the sake of convenience in conducting business with the government, 30% to 44% people would like to pay bribes. To explore the differences of individuals willingness to pay bribes, three dimensions including corruption tolerance, corruption perception and past corruption experience were constructed. An analysis of the logit regression model found that all the other factors being equal, the higher the publics corruption tolerance is, the more likely they are to pay bribes; the more corruptions the public perceive, the more likely they are to pay bribes; and those who have more corruption experiences are more likely to pay bribes than those not.

    Effects of Birth Periods on Migrant Workers Sense of Social Conflict and the Mediation Mechanism

    The data of CGSS (2010) were used to analyze the effects of birth periods on migrant workers sense of social conflict and the mediation mechanism. The results showed that after controlling the variable of individual characteristics, birth periods exert a significant effect on migrant workers sense of social conflict, and specifically, the second generation migrant workers sense of social conflict is significantly higher than that of the first generation ones. Based on an analysis of the mediation mechanism, it was found that the two senses of income fairness and social fairness have a significant mediation effect. The second generation migrant workers have a lower sense of income fairness and social fairness than the first generation ones, which leads to their higher sense of social conflict.

    Social stability risk assessment, as a necessary procedure of administrative regulations and government decisions, can help to enhance the legality and rationality of government decision-making, and keep social stability risk down caused by administration. As the system for normalizing the reasoning of government decision-making, it is a self-innovation in the system under the concept of administrative self-restraint, which reveals the self-examination and self-restraint of administrative power through communicating with legal and political systems. The validity of social stability risk assessment lies in the active restraint of government power which may be abused in the process of decision-making, the attention paid to the predictability and acceptance of the results of government decisions. However, it should be warned that the current social stability risk assessment is departing from the technological understanding to the ideology.

    Value and Construction of Compulsory Liability Insurance Against Water Pollution

    Currently, environmental pollution is a serious issue in China. To handle it, compulsory liability insurance against environmental pollution may serve as an effective measure. As a basic type of environmental pollution, water pollution has its own unique features. Priority should be given to compulsory liability insurance due to its great significance and value in dealing with water pollution. Although the government has introduced the relevant guidelines of compulsory liability insurance against environmental pollution, it is still necessary to construct the specific compulsory liability insurance against water pollution. The construction principles are included in but not limited to the following-valuing the particularity of water pollution, publicizing step by step, stressing case solution and balancing interests. To optimize the effect of compulsory liability insurance against water pollution, such related mechanisms need to be implemented as the environmental liability system of the government, the participation and supervision system of insurance companies, the litigation system of public interests and the dispersive system of risk assessment.

    An Empirical Study on College Freshmen’s Adaptation and Its Influence Factors

    Given the fact that some freshmen could not adapt to college life well and based on the reputation of colleges and universities as well as the student development theory, a multivariable linear regression model of the influence factors of college freshmens adaptation was constructed. A questionnaire data of the sampled college freshmen in Beijing were used to explore the characteristics of college freshmens adaptation and more importantly its influence factors. It was found that female freshmen have more advantages in job hunting and emotional adaptation than male freshmen, while freshmen from urban areas generally adapt better than those from rural areas. Moreover, college environment in general has a significant positive effect on freshmens adaptation, and such dimensions of college environment as schoolmate relationship and diversified development also mean a lot to freshmens adaptation. Accordingly, it was suggested that colleges and universities should understand the characteristics of freshmen more deeply, make college environment friendlier to them, create diverse freshmen adaptation mechanisms and promote students’ diversified development.

    Thinking and re-examining the issue of teaching management in higher education institutions from the perspective of educational ecology is of benefit to the ecological development of higher educations teaching management. The nature of higher educations teaching management is not just about the ways to manage the staff, the students and the courses, but also about a better grasp of the relationships between teachers and students, among teachers, students and managers, and between schools and their environments. Accordingly, it is more helpful to hold the key factors for curriculum management, teacher management and student management in higher education institutions so as to strike a balance in the system of educational ecology. In this way, a mutually beneficial symbiosis might be achieved by activating the main subject of higher education—teachers and students.

    Reflection on language per se has become one of the central issues of philosophical pursuit since the beginning of 20th century. A probe into the intrinsic qualities of language is both the embodiment of in-depth development of subjective epistemology and the only way to reveal the formal regularities of language. Comparatively speaking, phenomenology bears more resemblance to structuralism in terms of the epistemology and methodology of language per se in that epistemology tends to criticize empiricism and historicism and methodology prefers the epoche of empirical and historical facts. However, the psychologism of Ferdinand de Saussure implies his incompleteness in dealing with empirical facts and the transcendence of phenomenology over structuralism in revealing the intrinsic qualities of language.

    The lack of national spirit is one of the resistances encountered by Canada while building a nation. Based on the colonial union movement, Thomas McGee, an Irish poet, boiled down his nationalism to New Nationality from the perspectives of political system, economic development, ethnic relationship and native literature. As for politics, it proposes establishing Canadian confederation following the British system; as for economy, it stands for implementing trade protectionism based on national identity; as for ethnic relationship, it hopes to respect the interests of minority groups; as for literature, it urges to express Canadian native characteristics and advocate patriotism.
